My New (old) S2K
Every single one of your questions has been answered at least dozens (if not THOUSANDS) of times on the various forums here on S2KI. I don't have time to do a line by line set of answers. The FAQ's of the various forums are a good place tp start, I will also direct you to the Electronics and Wash and Wax forums. Lots of what you're looking for there.
Do NOT put RainX on your plastic Rear window.

Thats a link to Electronics Fourm.
Modfry makes a DIC you can purchase to make any of your HU requirments work with the conrols on your left. Several companies make kits to give your S rear speakers, and Dave (NFRs2000NYC) or any of the other guys in Electronics can help you out with links more than myself.
One of the Electronics guys sells Neon lights that are very small and very very bright. You should ask look around for that.
I do place another vote for SO-3's We have a forum that is all about wheels and tires. https://www.s2ki.com/forums/index.php?showforum=56
Your plate and insurance I have no clue about.
Welcome to the site. I do in ways agree with Mike, you should look around before asking questions. There is a sticky on searching the boards via Google.com which works pretty well.

One quick warning on tires...unless you buy the OEM S02, the correct rear tire size for a OEM 16" rim is 245/45-16. The OEM S02 is very very wide for a 225 series tire. Running a non-OEM 225/50-16 is one of the most common mistakes new owners make and it makes a huge difference in the car's handling.
