On I5 South, traffic was log jammed behind a Sheriff going 60 mph. I was getting kind of bugged because it didn't seem like he was patrolling, just driving along, 5 mph below the speed limit. So I started wondering "Wait... can a Sheriff pull you over on the freeway?"

.I think his first words were: "What the heck were you thinkin' passin' me like that, boy?" Everyone behind me must've thought I was crazy for being the one car to pull out in front of the Sheriff. (I won't argue otherwise.)
He let me go with a warning. His warning? "Don't do that anymore."

Um, actually it's called a traffic break, and it's main purpose is to slow traffic down so that an obstruction up ahead (accident, ladder, mattress, etc.) can be safely removed from one side of the freeway to the other, or off the freeway completely.
Just because you don't SEE the reason behind the traffic break doesn't mean there isn't one.
Also, the "trick" of exiting the freeway and getting right back on... that's like the oldest one in the book. I'm surprised your driving instructor didn't explain that one to you

Cops must obey by the same laws as everyone else, unless they are giving an indication otherwise (lights / siren). If the cop just sped away, after bunching traffic up, with no lights of siren on, that is ENTRAPMENT. My sister got pulled the same way here in FL, and got off by citing entrapment. She got the name and number of a bystander, and she treatened to subpoena him to testify....cop withdrew the ticket.
