Hondata is working on it, but as someone else said "You can't squeeze blood from a stone". The s2k's engine is tuned to the hilt to begin with, and there's not much room to play without making the reliability take a nose dive.

You'll need gears and FI. Or high psi FI and one hell of a strong diff and clutch.

I also vote for the supercharger, gears and reinforced diff(for protection)! Does anyone think he can hit mid to high 12's with these mods, assuming a great launch and awesome driving.

Cheap is relative,and as X-viper said,it's not the same for everybody.!!!
I/H/E/ and gears will get you in the low 13's,assuming you're a decent driver,for an investment of +/- $4500.00.
If you add a S/C + A/C,you should get in the mid to high 12's,for another +/- $7500.00.
Bottom line;you will have spent $12000.00,to be in the 12's;does that sound cheap enough for you???

If you just push the car off a cliff, it is both safe AND cheap. As long as the cliff is high enough, you should get a pretty good 1/4 mile time.
Perhaps, but his buddy's mustang will get the same time. He needs an carrier catapult.

Spoon head gasket, JDM AP1 pistons, EMS , AEM V2, J's Header, T1R ehaust, 4.77 final drive, tuning and ots of praying.

you should be able to beat a stock 06' gt mustang with out any mods.
