Default need some advice

Hows everyone doing?

Heres is my dilemna, im interested in purchasing this car but here are some strange problems i encountered. The car has not been registered under the current owner. Hes been driving the car since april. Bought it with 68xxx miles, it currently stands at 74xxx. The car has no CA plates. I never bought a used car without the seller being the original owner. He has the pink slip and his bill of sale from the previous owner. The pink slip is signed from the previous owner.

The car drives fine. It needs a valve adjustment because i can hear the ticking from the motor. The paint is abnormaly clean. Meaning its silky smooth. I think its been repainted because 1) he says no accidents, 2) clean title, 3) but both fenders and front bumper have no VIN.

The current owner seems like he is in a rush to sell it. Everything he says seems to be in the interest in getting rid of the car. I think there is something that I'm missing from that I just don't know. Hes asking for $13.5 for the car and its an O3.

What do you guys think? Any comments or suggestions. Thanks

If it smells like a fish, and flops around like a fish, it probably is fishy.

I think you can find a ligit MY02-03 with that kind of milage for not much more than what he's asking if not the same.
