10's and 11's are quite easy for an SC viper 
Hey mosinu, if you put that NOS back on, I'd like to see it sometime (we're close) - also, when I get the chance, I'm going to go by other Honda dealers in the area (already checked Chapel Hill) about having an s2000 gathering.

You will need about 650 HP and 400 pounds of peak torque to make this 2700 pounds run those times. Let's assume you magically are able to do this NA.
Also, we have to assume 2 things:
1. Your drivetrain will support that power for more then 60 feet e without becoming a part of the scenary around you.
2. You are able to put that power to the ground, (ie don't spin the wheels untill 4th gear)
This looks like almost a mission impossible, low-mid 12s is do-able if you got the $$$$$$ to waste, anything faster will not happen without swapping for a larger engine or FI AND gutting the car completely. Once you hit low 12s going faster is not as easy any more.

and how do I know how much the engine can take? Do i have to wait for it to blow up?
