You can always zip tie the plate to the front grill slats.
i don't doubt this would get the license plate on, but i believe a recent socal member who had too much coolant also had his plate mounted in this manner. the coolant boiled out of the resevoir and the car overheated. i don't know if the two are related, maybe he would have overheated anyways even without the plate mounted in the grille, but i wouldn't take my chances putting it there.

i think you can actually pull the part of the fender liner from behind the bumper and get to the screw correct.
i don't have an S2000 so i don't know for sure but that is how the majority of Honda's are.

i believe the lower section of the fender liner, the part that covers the inside of the bumper can be pulled out from the "lip" of the side of the bumper and you should see the screw, and when you remove the screw make sure you don't also pull out the tap that is in the fender

No, don't be popping no tabs or yanking on any bumpers (till after that bolt comes out).
In your last photo, the camera angle is not good. See the little indent in the bumper lip? Put your finger past that indent and feel up. It's a hex headed bolt the holds the seam together. It's part #29 in circa's post.

yeah that is what i was saying xviper, i believe it should be ok to put your finger through that little indent and carefully pull the fender liner out from behind the bumper because it isn't attatched to the front bumper is it? and that is why there is the split in the fender liner between the fender and bumper, correct me if i am wrong please.
do you have to remove some of the screws in the fender liner to get to the bolt?
and technically it is a tapping screw

No screws need to be removed to get at that bolt. It's just very hard to see, but the socket driver can easily line up with it to unscrew it. You just have to go by feel unless you take the tire off and get your head right in there to see it.
If memory serves, that bolt has a small tapered tip, but the threads on it are a regular thread. It goes into a threaded clip, so it's just a fancy nut and bolt.
