My guess is that most of the oversteer incidents are just as described in the accident reports filed by Officer Friendly: "going too fast for conditions." Mr. Race Driving Instructor probably debriefs them as, "went in too hot and ran out of talent."

The impression given so far is that most of the incidents are taking place at speeds 30-50 mph, where spoilers won't have much result. It would take a huge barndoor ultra-Rice set of wings set to get much downforce at 40 mph. And would throw you out of Solo II AS.

You could throw two bags of cement in the back and get 160 lbs of downforce, available at zero velocity.
