The air filter is fine, the oil is fresh, spark plugs im not sure about. Is a CAI going to give me better gas mileage?

Pay attn to how much throttle you're giving. If you keep the rpm's low but have to give the car more throttle you'll waste gas. Find the right rpm range for the driving you do so you use minimal throttle.

Its normal. I get about 22mpg. Car only has 9k miles on the clock.

22-24 here, you're fine. Just because it's a 4cyl doesn't mean you're going to get amazing gas mileage.
