Default is this a problem?

Today after I was putting my wheels back on after painting my calipers all day saturday, I noticed this stuff on my shock? I'm not sure what the part is and I'm not sure if its leaking or not. Someone who is knowledgable please let me know if this is a problem or not. As you can see from the pic I touched it and it was very gritty--not oily.

But you said .....................
not oily.
To me, on a shock, "oily" and "greasy" are the same thing. If this is so, then your shock is leaking.

I meant that it 'looked' greasy as if there was a film on the shock. I guess I meant that it didnt look like there was oily fluid dripping from it, but rather there was a greasy spot sort of like what bacon leaves on paper after you're done cooking it.

If you look at the mark on the picture I left when I rubbed it--what came off wasnt oily or greasy at all--it felt gritty.
