why would you want to put it down while driving..
parachute stop in case of brake failure ?
seems like it could be risky .. maybe bend the bows in the top..

i had a rental car one time and the Ebrake had to be on and the car in park.

Obviously doing it while going much over 10mph probably isn't a good idea, but if I understand it correctly it won't even work if you do it going much faster than that. I've been meaning to do this DIY mod myself and haven't gotten around to it.
I've been meaning to do this for a while, not for the "cool" factor (I could really care less how cool/uncool it looks), but more for the "Hey, I'm in stop and go traffic, and it's raining harder than before" factor.

i did this mod long ago, and i say its safe to do UP to 25 miles per hour. Anything more than that and you might burn out your top motor. I doubt there is any risk of 'bending a bow' or anything. Maybe goin 40 or so can cause the top to rip and some bending, but 25 is ok...really. I'm sure honda engineered the to top be functional on windy days, even while parked!
Its nice as a cool factor, but it REALLY helps during the rush hour dilemas.
When the wire is cut/unplugged, you still have to have the ebrake up enough to engage the 'BRAKE' light on your dash (doenst even have to actually engage the brake). Then you can do it. It just disables the speed sensor and Ebrake sensor.

As long as you don't disconnect the e-brake sensor, it still has that safety feature too (one-click up does not engage the brake). It's great for rush-hour or going around town when the weather takes a turn for the worse.
