I'm just curious what is the difference with the JDM headlights that are black and the ones that are chromed. Is one set from the Type V? Or was it just a minor change for a certain model year?

Also, are the JDM ones non-HID (or do some come that way)? I've seen many online stores that sell the JDM headlights specifically state that they are non-HID....

They should all be HID. It's possible that the retailers you are referring to are selling the H/L assy without the HID ballast and bulbs as this would add more cost.
