Rear window problems

What's the deal with the Service Bulletin for the rear window? The link in the library only lists the symptoms, not the 'cure'. What is a Honda dealer expected to do about the problems? Has anyone had their top replaced due to this TSB?
Honda will replace the rear window at least once as a good will gesture, but it is with a much thinnner plastic window that is evidentally very wavy...I kept mine and will just try to get the scratches out.
BTW: You can buy Plexus at most autoparts stores.
Although I've used it, I haven't found an easy way to get at the inside of the window. Anyone have any ease of use techniques for cleaning the inside of the window?

Here is the clear back window "recipe" according to Speed 2000 ...
Its made by GILA films but the box didn't say what the thickness was. I
bought it at Lowe's. The box is yellow and green and the color is bronze. I
had a group buy going on that forum and I sold a dozen or so my tinter cut
for me for $30 each for those that didn't want to hassle with cutting it
themselves. I used the extra pieces to do my headlights(enclosed pic). David ( Speed 2000 )
I just happened to be the person running the group buy. I really didn't plan
on doing it but several " stookies" here in Atlanta saw what I had done and
wanted to get some tint as well and then at the Asheville meet, I had some
cut an took with me since others had commented they had trouble finding a
tinter to do the same for them. Finally I had some other requests from folks
on the forum so I did the group buy.
Its not to hard to do. Get the tint and take some of the backing paper and
lay it over your window. Trace the outside with a pencil and then cut the
film with an exacto blade or razor. I have install directions on my group
buy. If you have trouble finding it, just type in static cling on the search
function and it should come up.
The tint goes on the outside. Its much easier to install and protects
against scratching. If it was put on the inside, the way the top folds
would, according to my tinter, pull the tint off over time. Mine has been on
since November and the top has been down too many times to count and the tint
stayed on perfect.
As far as the headlights go, they have also stayed on with just the static
holding it in place and I can't tell any difference in the lights at night
except there is less of a blue line at the top of where the lights stop like
up against the garage wall.
