A recall, honda will fix regardless of whether you are under warranty or not. Recalls generally present a safety hazard or MAJOR defect.

TSBs are for honda technicians. Their purpose is to inform technicians of common "issues" with the car so that they can be informed on how to repair them. Under warranty these things are covered, outside of warranty they rarely are because they do not hinder the safety or general operation of the vehicle. They are more nuisances than anything.

Does your car exibit any of the listed problems? They may have already been taken care of by a previous owner. You can call or visit your local dealer and they can look it up and tell you what's been done to the car.
