Reduce Horsepower
As was said above, if you're only getting 25mpg on the highway, either your not in the correct gear or your're too happy with the gas pedal. When I'm doing highway driving, I dont think I've ever seen below 27mpg, with my best being almost 32mpg. Thats cruising at around 75mph in 6th gear.

just go by a $300 old school civic and have that for your daily driver. Don't mess with the S, you won't get better gas mileage unless you swap the motor or gears. Never put anything in the tank other than premium unless you want pre-detonation and engine failure.

12. Always use premium fuel. If you don't your car will start to ping and will reduce the timing to compensate. Witch will give you less power and worse mileage.

just get a beater to drive to work, and use the S to have fun. on a full tank for the S i get ~260. I'd get a beater for a DD but i love to drive the S more.

These people need to look at a Fit or a Yaris.
to add to the things you might consider, change of rear end ratio/gears, to a higher gear, that will mean your engine is turning less when you are at speed, thus better mileage...i would not do this....all i would do have been outlined to you above in the excellent reply by many others....just stay off the gas and under 5500 rpm, no vetc means at least 2-4 mpg better...whatever you end up spending money on must be offset by the savings of gas of you have not made any progress....this is not an economy car, for that you need a prius or civic hybrid...or even a stock civic...i would just enjoy till have you have change jobs again or move closer to work!

The throttle are above 60% of their motion range, not very sure about the percentage.

i say to do a full tuneup on the car. use lighter weight oil for the engine and diff. over inflate your tires about 5-10 pounds. if you need new tires anyways, go for narrower all seasons. like everyone else has said, go easier on the gas. mpg can improve dramatically if you drive behind larger vehicles but this will slow your commute a lot. i got 36mpg once by drving behind a semi on cruise but it added an hour to my 3 hour drive. agian, top up will decrease drag and improve mpg.
