Not sure if it's been pointed out yet, but I don't think the last 4 digits are unique worldwide. For example, for a given model year, US VINs are 00xxxx, while Canada VINs are 80xxxx. (And I have no idea what other countries' VINs look like!)

OTOH, clearly some VIN series spanned multiple countries, since, for example, there's an Australian VIN #1221 for 2007, when only 26 cars were sold there that year!

Anyone know what rules Honda followed for the different regions/countries?

Most likely the cars were numbered consecutively with the eighth charater of the VIN serving as the country code. (for example "0"= USA and "8"=Canada).

So far we have not run across any duplicated numbers (except for when the same car was sold and then bought) which would lead me to believe that they were numbered consecutively.
