In Texas, I think they give you a hard time for not shooting thieves.
If this is a serious discussion you're trying to start, then I suggest that the only way to stop seat theft is to go after the market for seats. They get sold on eBay, Craig's List, and I suppose other local sources -- that's where the community would need to chase 'em down.

The seats carry no form of ID, so that makes it hard to track or identify them as being stolen.
And knowing the legal game, if we did catch a thief and found a whole warehouse full of S2000 seats that were obviously stolen, the cops would still just walk away if we didnt have 1 form or another of solid proof that the seats are indeed stolen.
One proposal i have is to get the VIN etched into the seats and maybe propose this idea to honda, that way when buying seats from a 3rd party and suddenly the VIN number is burnt or tampered with, then you know thats a pair of stolen seats.

And even though it does seem abit overboard, i do believe we need some Texas law reguarding protection of personal property. The thiefs know what they can get away with reguarding this issue and the consequences have no weight compared to the profits. This wouldnt be so if they were often shot and killed in the act, but they know good ole' FLA PD boys got their back in the end, so i think we should start something to legislation maybe to stiffen penalties for the thiefs because a slap on the wrist obviously doesnt seem to deter them.

Forget "sending a message" to law enforcement. They'll come after you much faster than thieves if challenged with any mutterings of vigilante action. They too (like your sig) don't like competition.
A hardtop is the only thing that will really slow them down (not much). Seat locks will (probably) just get you slashed seats (for screwing with them and wasting their time) but better that than making it easy. Luckily, insurance doesn't nitpick between theft and vandalism. An alarm can be effective but that really depends on location/time/activity.
I wouldn't condone shooting anybody for screwing with the car - no need to let them off that easy.
Realistically speaking, no matter what happens to the seats (or car) once there's inital damage/theft done - insurance takes over from there. Period. Even if you risk confrontation, catch the asswipe and hand him over to the police without a scratch it won't matter. Involvement only increases your risks of further injury and or repercussions. Insurance is going to make restituition - not the zero that screwed with you and more than likely not justice.
Personally I prefer to introduce their face to Mr. Asphalt several times before handing them over - but that's just me.
