For 23k I would want a CR that is stock and with low miles. Furthermore, I would never own a turbo'ed car unless I did the modifications myself. I feel like owning a turbo car is like dating an ex stripper. Sure, it may be fun, but you never know where she has been.

Sure hope you have access to E85 in your area, your going to need it regularly with this set-up. I'd keep on walking myself, as I'm pretty sure this car has been flogged!

If you could work the guy down to about $19k, it may be worth it. I'd reverse all the mods, sell them, and put away $3-5k for a longblock in the future.
A clean/stock 90K mile BB CR would probably sell for about $25k.
Though, I'm assuming that OP is the seller of the car and this is some sort of guerilla marketing move?

The whole situation is oaf-built.
Steering wheel is rubbed down because the owner likely drove the car like a bus driver and/or cleaned it with brake cleaner and/or generally man handled it.
The turbo install looks like it was built to win tractor pulls as cheaply as possible. Heat shield in the way? Bend that f@#ker right up. Wires and hoses? Those go wherever gravity and inertia takes them...just like God intended.
Stained driver seat because its hard AF to eat your burrito whilst 500 wild stallions pull you down the boulevard.
But...it could be cleaned up by a new owner, I suppose.
