deffinetly to high when only a few more thousand will get you into a non salvage S. For that much, it would have to have been restored to mint or close to IMO after dealing with an S title car before.

Yeah, 14.2 will buy you a high mileage complete one. Those repairs suck. I'd say it still needs 3-4K worth of repair done to it. If he'd sell it to you for 10K, I'd consider it but, not 14K.
I'd definitly get it on an alignment rack and make sure it's within spec on both sides.
Examine the front frame horns, the ones the bumper bolts to. If those get kinked, honda says the rails need to be replaced back to the firewall to make is crash safe. You can't section it anywhere else.
I've got to tell you, I smacked a concrete wall hard enough to bend the bumper sideways about 12 inches and did 12K worth of damage to my car but, it didn't hurt the windshield at all. For the Windshield to crack like that, the impact must have been pretty severe.
