Seat belt malfunction, retractor?

Default Seat belt malfunction, retractor?

I just purchased a salvage 2000 s2000 and I know the air bags had deployed. The passanger seat belt is locked and from what I read on here, its common after an accident, and I also read that in order to fix this I would need a new retractor. My question is, is the retractor built into the seat belt mechanism? I saw this seat belt for sale(which has not locked) and would like to know if upon purchasing and installing the seat belt, would this resolve the refractor problem?
