The S2000 has a potential top speed of ~165mph assuming that it has standard gearing. The only way that this can be exceeded is if the final drive is changed or 6th gear is made taller.
That's not to say that this video is fake just that there is an error in the speedo.

There are lots of threads out there featuring this video. It's Belgium, on a (evidently) well known route:

well there are quite a lot of threads in this board's archive on top speed, do a search if you want, but the highest speeds have been acheived on public roads (sorry ) by european drivers :
- Turbodave (from belgium) : 281 kmh, going downhill, on a 130kmh belgian highway (the video's in the library somewhere)
- Swiss2k : 274 kmh in germany, at night
- various portuguese owners : 271-274 kmh
I've been a few times to 262kmh, but still haven't found a long enough stretch of autoroute to go faster.
The key is to start from still and redline every gear, from a service station or a toll booth, for example.
