if you're financing it's better to buy in state. that way you can finance the tax as well... if you buy out of state you'll have to pay the tax when you get your tag.
Thats not true. There is a company called ATC that specializes in registering cars in other states. So, for example, if you live in Florida and want to buy a car in NY mid-winter because you got a better price there (who buys convertibles during the winter, Its the best time to get a good deal ) ATC will calculate what the tax is for the city in which you want to register the car, and will handle all the title work. Add that to the cost of the car and voila, you work the financing from there.

1. Is it better to by the car in your state of residence, or somewhere else (im in the Marines)

if you compare the cost of driving back home to the savings you'd make, you'll probably find it matters much more what incentives are avialable than what state you buy it from, unless you've found a loophole that will let you entirely skip sales tax.

2. I've been searching and haven't really found any major changes but is there any changes from MY07 to MY08 (aside from the the CR)?

again, spring rates, dash cluster, and rims are the noticeable ones.

3. Any other fellow Devil Dogs on the board?

Cougar here from BYU

I hope you love your s2k though--i just got mine a few months ago! (saved a ton b/c i bought a MY06)
