Pinky -- my understanding is pretty vague around PEC or 'ground-wiring' the car, but here goes:

I THINK it's supposed to transfer 'noise' in the engine bay to 'ground-points' in the car (primarily the engine mount) thus transferring the loss in noise, into actual benefitial 'work'.

Supposed gains are primarily low-mid range torque. I know of a local shop that does this for relatively cheap. Given the low-cost, I'm planning to do this soon -- I'll keep you guys posted.
