Did you or didn't you insert the top two felt tabs between the black plastic wheel well and the fender using the ABS shim tool?

Whenever I install the Colgan Bra, for highway travel only, I DO insert the two felt tabs between the fender and the plastic wheel well. I have noticed no adverse effects from doing this so far.

I always insert the tabs. It helps the bra to fit snugly across the headlight assembly.
