Nah, I never find it a problem driving around town. In fact, its great driving around town with the top down. It's really easy to in-between traffic and such.
But as for the low torque, well it's never been a problem for me, but you are gonna have to get the rev's high if you plan on getting the S to move. Which comes and goes on first gear pretty fast. If I want to get moving fast I take each gear near redline until I reach the speed i won't, but in most cases, I am driving around town in 4th gear with low revs.. just cruising.
If you like the S, but need more low end, then look at the newer models with the 2.2l, but those are going to cost you more money.

They are really two different cars. The E36 is a very easy car to drive well. The S is a very difficult car to drive well.
The E36 has 100's of small $300 things that go wrong. The S has a few $1200 things that go wrong (clutch and diff).
The S is a great car but so is the E36 M3 I would still opt for the S in most cases although I would love to have a '99 E36 as a daily driver.

it's just like any other sportscar, but you had 3K rpms to the driving.

Search carefully and you'll find a decent S in your price range (if you're willing to live with higher miles). Dallas seems to have one of the better markets in TX for used S2k's.
"Elistan" (a dallas area owner) is/was selling his '00 with 70+k miles for $14k. Seems like a pretty incredible deal to me, and I'm pretty sure it would be well cared for.
As you said, there are others as well. Do a search and see what you can find.

driving around town is very easy. i shift at usually around 3500-4500 rpms. i also have the 2004 which has more torque, so that might be why i dont mind having "little" torque.
you should definately test drive one to see which one your like.
