With the water restrictions, I have been using the $12 wash & vacuum up the street. Does that mean I lose my badge?

You've used exactly zero municipal water doing it this way. Nobody's hassled me yet, but I do keep the empty jugs in plain sight so passersby can see that while yes, I'm washing the car, I haven't even unreeled the hose.
couldnt you just fill up those water jugs with your water hose at night while no one is looking then just stick them out there for the passer by-ers to see and think you're not using public water
