As a side note, could you fix your keyboard and provide a more concise title? Doing so will make it easier to read and to search against.

I use the planks of wood, free of charge. No need to charge 40 for it. I see it as a curtsey for the customers car and not scrap the front bumper.

That is pretty F... up that he charged you to use 2x4 so that he does not screw up your bumper. So if he had chosen not to used the special lifting boards and F..... up your bumper, would he pay for the repair?

no, tow truck drivers are not responsible for any damage they cause to your vehicle- that is why they make you sign that paper before they hook up to the car.

Just because you sign a piece of paper or read a notice, doesn't make it legal or wave damages.
