What caused Honda to up the liters by .2?

Back in 2001, a group of us from the US and various European countries went to Japan to visit with S2000 owners there, check out the Tochigi factory, Twin Ring Motegi, Honda Hall, etc. We met with the designer of the S2000 - one of our members specifically asked about an engine design with more low-end torque. My theory, based on no evidence whatsoever, is that meeting was the genesis of the idea of the F22C engine.
