What is the function of this part?

What is the purpose of the plastic pieces that hang down in front of the front wheels?

I call those things spats.

Correct me if I'm wrong, but I think they help block/redirect air from getting underneath your tires as your speed increases for stabilty purposes.

They're ride height indicators that warn you of a potential scraping issue as your front end approaches a driveway or grade.

I think they're called strakes and they improve aerodynamics.
EDIT: they're not strakes. I'm not sure what they're called.

last time i checked they are mud flaps. there to prevent mud and rocks and dirt from flying up.
