What is the hole in the bumper for?

Anyone know why that 2" hole is cut in the front bumper and covered? It just intrigues me.

Ahh I had no idea... and I'm assuming it's the same purpose as the one in the back? Can I pop it out to look inside without fear of not being able to get it back on?

OH!! And the hooks are in the tool kit in back.......very interesting. I notice it on a lot of cars. Thanks!!
