I'm merely making a pretty uneducated assumption here, but I'm guessing the "optimum settings" would be reached with a certain octane level, and it would take altering the ECU program to "milk" the higher octane. Or maybe a big 'ol JATO rocket would be easier.

NJ has the cheapest gas around. Especially Jersey City just outside the Holland Tunnel. Exit 4 on the turnpike is also very cheap (Cherry Hill/Moorestown).
I live on Long Island and the difference can be about $.30 a gallon.
I just filled up in Perth Amboy, NJ today @ 1.67/gal and the station down the street from my house is $1.98/gal.
I try to time my fill ups for when I am visiting a NJ customer ( I travel around the NYC metro area for business)
