That's an affirmative. A Technical Service Bulletin is the OEM's way of sharing known problems with its servicing dealers. When the OEM's field service and engineering folks detect a mechanical defect in the field and realize it is in fact occurring more than once, then they document it and issue a TSB with the problem description and a repair process.
TSB's are not only model year specific, they are also VIN specific because sometimes the defect can be traced to a manufacturing or assembly error, rather than a engineering defect. The VIN business applies a lot more for lower-quality manufacturers (like, Ahem, domestics).
Now, if you're referring to a specific TSB that you may have read about on the list, then you are on my favorite topic TSB#055. Gosh, I despise the day I ever heard about that TSB number.
