The best mod for a N/A S2000 is a supercharger.

if I got the headers and/or test pipe would I have to tune the car or can you just bolt on and see a power difference?
You do NOT have to tune the car after getting boltons to see a difference in power. However, to maximize the power provided by the mods, you should strap it to a dyno for some tuning. Just to let you know, you need a form of a piggyback (VAFC) or EMS in order to tune the car...

VAFC is a great mod for this car, but keep in mind that you can't just go about adjusting the fuel maps / vtec crossover on the car. Doing this will leave you with a slower car than you had before so you better have some money left over for a tune.
