That is the Honda OEM dust cover, not for outdoor use.

Those are Emil's Gaytacular pink styrofoam magical flatspotting prevention devices.

(pssst. Don't tell Emil but I personally doubt they do a whole lot...)

If nothing else they do keep the tires off the cement, which I've always heard is a good idea during storage. Cement suposedly sucks the moisture right out the tire promoting dry rot....of course our tires typically don't last long enough for this to occur. LOL FYI, I always used to store my motorcycle on plywood and it's tires lasted 12 years before they started showing the telltale cracks in them. I think Emil's magical flatspotting prevention devices are a better idea than my plywood since the've got to help at least some with flattspotting prevention... Anyway the price is right and I Like 'em! Great idea Emil!

That was my thought as well. The suspension is not designed to be 'unloaded' for long periods of time.

I don't have any links but my understanding has always been to raise the car on jackstands and then relieve the suspension by raising it to normal height. The extended struts tend to attract rust on the rod and in turn, this rust causes the seals to blow.
