hey I had this same problem! Found out in order to send a PM right after sign up, you need to pay the $20 a year subscription! I did that and Billman answered right away! Already ordered my TCT good luck!

 

While paying for membership works, its not required. There is a min timeframe, and I think a min post count you have to reach before able to pm.

But if impatient, and don't mind spending a couple bucks, membership makes it easy.
