1. Number 1 piston at top dead center
2. Both marks on upper chain sprocket even with cylinder head upper surface
3. Marks on cam gears at 3:00 and 9:00, pointing exactly towards each other

With the #1 piston at TDC, the timing chain lower sprocket/crankshaft key should align with a pointer on the block - no choice here, it's made that way. Then put the single colored link of the timing chain at the punch-mark on the lower sprocket. Finally, put the punch-mark on the upper sprocket between the two adjacent colored links of the timing chain.
With the upper sprocket turned CCW only enough to take the slack out of the chain, the marks on the sprocket should be even with the upper surfacace of the head, as mentioned in my first post.
(Here Helm concludes with a paragraph I don't understand: "If the timing chain sprocket is not positioned at TDC, remove the idler gear from the cylinder head and reposition the timing chain to bring the timing chain sprocket to TDC." Maybe that is to account for chains that may have had links added or removed between the single and double colored links.)
