Default a couple of questions

I had to remove the rear wheels to take care of some stuff and noticed these rubber stoppers in my coil springs. When i first purchased the car i found a notice in the car saying that these stoppers are supposed to be removed. I figured the dealer took care of this but i guess not. What are the function of thses stoppers and i did remove them.

Also since this the first time i am jacking up the car, i was wondering if it is ok to put jack stands on the tubular subframe where the rear control arms bolt to. I seems ok but i want to make sure.

Those are used from the factory for transportation purposes only. I assume to prevent weight shift and a possible accident in rough seas.
