The one marked Step 5 Clamp T-tap is where I'm having trouble...but note that the blue/white (marked "Crimp female") wire is the speed signal wire and may give a similar problem.
I've had no speed compensator or other devices installed, so I have no splices or breaks in my wiring.

OKay. . . so this gets wierd now! Is the S2000 VSS a hall sensor or a geared piece? I did diff, trans and engine oils last night. Today I drove to Seattle. Cruise and speedo worked FLAWLESSLY the whole way.
My only theory I have is that it's a hall-effect sensor in the trans, which leads me to think that there's metal floating in my trans that was flicking past the sensor, screwing it up. ALL i changed was the fluid, didn't touch any wiring, nothing. Trans works okay, but maybe it's time to find a new one if there's random crap floating in it?
Of course, if it's a gear-driven sensor, this theory all goes out the window, so i'd love to know.

but now it's flawlessly working when all i did was change fluid. The cable's not really freeplaying, it pulls with plenty of force when the car's speed changes (to the computer anyhow.)
I've had the same cruise control issue for over a year. I've replaced the VSS which did not fix the problem. I've also swapped the instrument cluster which also did not solve the problem.
A few observations from my specific issue:
- The speed read by the cruise control is fluctuating. Happens so fast that you usually won't see a change on the speedometer.
- I believe the cruise control is seeing these fluctuations and trying to compensate, hence the surges.
- After prolonged driving (1+ hours) my speedo sometimes bounces all over and sometimes drops to zero. I think this is the same issue but for some reason with time (or maybe heat), it gets more dramatic.
- This also affects the power steering as it thinks the car is now going zero mph and ups the power assist - this is an odd feeling when racing at the track and your steering gets extrememly light in a high speed corner.
I also have a yellow box speed compensator but I have un-wired it which did not fix the issue.
Regarding the hall effect sensor and transmission fluid change: I've changed tranny fluid several times with no resolution.
For those with this problem, what transmission fluid are you using?
