Engine revving while on Neutral
Hmmmm....IF you're saying the engine is reving up and down a liltte bit all by itself with no input from you, then I know what you mean. I've had this happen one time, around 20k miles ago...it was reving from 1500 to 2k in half-second intervals all by itself. Like someone was tapping the gas (which sounds like what you're saying). Never did it since, never found the problem. This is the only time that I may go for an ECU reset, which I never do.

Don't reset the light either...hit pep boys or autozone they usually scan for free, or at least cheap...

The same thing is happening to me....about once a month. When it happens, I just turn off my car and wait like 5 sec, then start again and it's gone.
I took it to dealer (unfortunately after the CEL was off) and they couldn't find anything wrong.
I guess I gotta drop by when the CEL is on or it's doing the revving thing.
I would love to know if anyone found a definitive answer as to why this is happening!

I had the same happen on my old '93 Si - the dealer had it for three days and replaced alot of parts before figuring it out . Now , it's been awhile , but the two items I remember hearing about were the IAC valve and the fast idle valve . I can't remember which was the problem (sorry) , but I do know that it didn't trigger a CEL , hence 3 days at the dealership and a brand new ECU
. I'm no "wrench" by any stretch , but I do know what you are experiencing , and have dealt with it before . I'd check those options (or recommend them to your shop) first . Hope it helps .

Hmmm....well here's what happens in my case:
Immediately after starting my car in the morning, the CEL turns on (it means the symptoms are coming). As soon as the temp gauge hits two bars, the engine begins to cycle/rev between 1500-1700 rpms, as though I'm tapping the gas very quickly, probably 2 revs per second. Once I apply enough gas to reach 3000 RPMs the revving stops but the car is very jerky as though I just punched it. This cycling/revving continues even after I get three bars of temp and the only way to make it go away is to stop the engine and then restart. Then the problem goes away but the CEL stays on for 50 or so miles then goes out.
Once the CEL is out, the car is fine for 3-4 weeks, then it happens again.
I took it to the dealer where they were kind enough to charge me $180 to run diagnostics, which revealed no error codes! I was pretty pissed that I blew almost $200 to have them tell me the car is fine when I know it's not.
I was hoping to find some info on s2ki so I can tell them how to fix it next time it happens. I found another thread or two that seemed to have similar issues and it looks like they had problems with their IAC valves or something....
