EPS Light hitting road bump = bad torque sensor?

Default EPS Light hitting road bump = bad torque sensor?

We know that a bad torque angle sensor can cause the EPS light to go on and steering to turn off. He is saying this is from a previous accident and not waranteed. He is saying the sensor is cocked up and not straight and hitting the serpentine belt and shredding the belt. I bought this car over a year ago and about 10k miles later there is a bump in the road (construction) and the light goes on, steering turns off. Can this really be???? The dealer is telling me this is the cause of my steering going out and that the part takes 2 weeks to come from Japan since there arent any of these in the states.....on top of a $1400 estimate!!!!....any help is appreciated. thanks
