For what it's worth, the dealership checked and noted that there is no brake fluid in the car. Any additional thoughts with that piece of info? Thank you.

no brake fluid sounds like you have a leak somewhere. I'd be curious how the brakes respond with filling it back up. If they work find then i'd say check for the leak and replace the part thats leaking, rather than the entire assembly. As some have said 25k miles is nothing for any car and steel brake lines dont just fail randomly from non-use. Also it doesnt sound like your car was corroding or getting left to rot in some junkyard so i cant imagine the entire system somehow "seizing up".

100% Have the car towed to Billman. Forget what the dealer is telling you and just take the car to him. The prices they are trying to charge you are insane and even with the cost of the tow to Billman it just makes way more sense.

Not to mention chances of dealer screwing it up is high, and chances also high they'd make you pay to fix their mistakes.
Chances of billman screwing it up is close to zero, and chances he'd make it right 100%.
Please don't let the dealer touch it...

Update: Thank you everyone for your replies. Billman unfortunately is booked out until mid-May, but I did find a trusted mechanic through a good friend and had it towed to him. He says the leak is from the rusted out brake line to the passenger rear wheel, and suggested that I get lines and hoses to replace them. Any suggestions on which set to get? I was debating between OEM or stainless, would love any thoughts you guys may have. I don't ever plan on selling this car so definitely want to do what's right for the long run.
Thanks!
Thanks!

Question for those who are mechanically-inclined: using the link below, it sounded to me as though items 6 & 7 from the diagram are what rusted and needed to be replaced. I see that brake lines connect to the hose, and that the hose connects to these "pipes". Are these just referred to as brake pipes?
