your best bet is still to find another local member and swap for some good S02's on stock wheels. if its still there - then get the alignment checked...

 

out of balance or out of round would be shaking, not oscillating.

You really have to have proper alignment before you can rule out anything else. You can easily check the toe on both ends, and adjust the front yourself.

toe out at either end could cause the symptoms you describe.
