You will notice a hole in the side of the box. There is a bolt that goes through the box and fender. You take the bracket and place it behind the fender the thread the bolt. You can't see what you are doing and have to do it by feel.
My advice: when you are ready to install it, put some silicone adhesive on the bracket to stick it to the fender. If you ever take it off the bracket will stay on the car. Don't worry about glue getting on the bolt - it will still unscrew.
Of course for my own installation I did one better (got to live up to the moniker). I installed a "nut-sert" in the fender, which is a press-fit, flush-mount, threaded watch-a-ma-call-it, so I have a permanent nut in the fender now.
Here's a pic of this step from my Ice Box install. Note Darkknight's tiny little hands fit nicely into the fender hole to hold the bracket while he hand threads the bolt through the screw hole by sticking his hand through the filter hole. You have to be a bit of a contortionist.
