There is a bolt behind the bumper that attaches the fender to the headlight bracket. I am not sure how you could get it off w/o taking off the bumper. Regardless taking off the bumper is super easy so why not make it easy on yourself. All you have to do is remove the 10mm bolts on the bottom, the two screws where the bumper meets the fender, 2 bolts under the hood next to the headlights and I believe it is 5 screws or so along the top of the bumper under the hood.
