In my understanding, a puddle, even a deep one (which may be an oxymoron), will not hydrolock a standard intake system.
I saw you listed a CAI, and knowing how CAI makes a wet-vac out of a cars, I made the wrong conclusion.

Apparently, the '86 Honda Civic has a pretty low intake nozzle in the fender. I was living in San Antonio, and we had this incredible rain. I went through a stop light that was at the bottom of a valley (following other cars), and the engine stalled. I got it started again, but the engine was making all kinds of racket. It seemed to drive okay, but the engine was TOAST.
It seems that in this case special circumstances came into play that may have favored me.
I understand that Honda has to be very cautious about the warranty claims.
That's the way businesses work.
