did u try unplugging the wires at the horn. If u do that and it doesn't blow then maybe its a short in the horn..
Now if u unplug it and it still does it then there is a short somewhere else..

I forgot to metion that the only time it blows is when I lock the car and hit the lock button a second time. I can blow the horn all day and it doesn't blow.

Try to find a wiring diagram. see what else is fused together with the horn.

Ussually when u lock the car once with the remote the horn isn't activated. But when u lock it a second time right after the first. The horn ussually sounds once. So im guessing there is something wrong with the keyless entry module in ur car. or a wiring issue coming from the keyless entry module.

^^ lol, I don't think I have ever actually used my horn, my intake is louder than my Roadrunner AP1 horn and a quick rev does the job.

Anywho, to the op... this is not a fix but more of a band-aid if it works...

Hold down the Lock + Option on the remote for a few seconds to toggle your car to be silent during lockup (the lights will still flash)
