how do i know if my car is really buzzing under decel?

Just FYI, there is an update to the 054 TSB in the Library here...the TSB has been expanded to included all '01 models. This is good, b/c I'm pretty sure my '01 has this problem, and I'll be taking it in to the dealer in a couple days to formally request the fix. And actually, while I'm there I'll probably have them check out the striker plate rattle TSB and the convertible top position stop TSB too.

Does anyone know if these TSB's ever expire? Do you have to get them done in a certain time or can they be done anytime within or outside warranty?

According to the TSB:
"Any repair performed after warranty expiration may be eligible for goodwill consideration by the District Service Manager or your Zone Office. You must request consideration, and get a decision, before starting work."

How long it takes to request and receive a decision I have no idea.

Other than that, any time you're still under warranty you will be able to get the work done free of charge...assuming they agree your car shows the symptoms.

Why not wait till you are closer to warranty expiration to get a new clutch...

It's a metallic ringing rattle that seems to come from the dash area.

I heard or read someplace that TSB's is a one shot deal! Once you get it done, and it happens again, you're SOL!
Probably depends on the dealer you take it to?

Because my clutch needs replacing now. In addition to making a lot of noise, it doesn't grab until almost the top of the clutch pedal stroke. I've also had it slip a number of times during high-RPM 1-2 and 2-3 shifts.
