How do these plugs look to you?
Today I took my car out for a drive. I haven't driven it since the 12th. When I pulled over to let my wife out to go inside to get some food, I noticed something strange. My car would idle at 860 then go up to 950 about ever min. or so. I raised the rpms up to about 1500 to 1600 and I held it at that. (I have an Apexi Neo, so I can see what % of throttle input I am at. I held it steady.) It would rise and fall and rise and fall like I was reving it.
I don't know what it is, so I decided to check the plugs.

colour of plugs look fine, but the center electrode might look worn down in the pic, hard to say for sure. Did you measure the gaps ?, if the center electrodes are worn down the gaps could be out of spec.
The fluctuation you mention could be related to the MAP sensor, or IAC valve, or a possible vacuum leak. Search out the map whack trick, and cleaning of the idle air control valve, you may need to do that and reset the pcm and do a proper idle relearn procedure.

Can't tell anything from those pics. Looks like it's not the camera but the person behind it. If you can't adjust where you focus, take the shot a few inches back from where you were. Use a Macro mode if available.
FWIW check the gap, that looks excessive from what I can see. You shouldn't ever need to re-learn the idle unless you changed something, so I'm guessing that something else is wrong. Zero out or uninstall the Neo to make sure it's not having an effect.

I don't need to zero out the NEO. It's only tuned for HI throttle. Me being at less than 10% throttle on is not going to do anything concerning the NEO. Besides it NEVER did this before and it's been tuned for months.
SO basically, you know not what you speak of.

They call for you to hold the rpms at 3000 until the engine is full warmed and then let it idle for 5 minutes after that point. Then shut off the engine. If you don't want to pull the fuse you can disconnect the battery instead. hth.
