Your insurance covers your engine? I have geico full coverage and they don't cover my engine unless it was cause by a collision or stolen but not damaged like that.

I think if he has full coverage, flood would cover it. My friend hydrolocked his 335i, that was a $15,000 dollars repair bill that his insurance paid out.

To me - this sounds like two unrelated things like spinning a bearing or something especially how you said it was still idling.
I wouldn't assume that the intercooler is an airtight system.

If the pressure inside is higher than outside, a little air may leak out, not water leaking in. However, at low engine speeds you won't have boost so it's possible for their to be vacuum/negative gauge pressure. In this situation you can have water get sucked in to the system. How much gets sucked in versus how much is needed to cause hydrolock? I'm not sure.

Yes Geico full coverage comprehensive insurance covers pretty much things that are not just wear and tear on the car. This was something like a flood in my eyes being as the city was doing it and it wasn't me just messing around trying to get myself in the Fiat commercial, if they can't/won't cover it I guess the holiday season will make someone very happy with a cheap car:/

Thanks all for the input on water leaking into the intercooler imma do a leak test this weekend. Happy holidays!
