I have a short
How did you determine it was a short? It's more likely to be a bad switch or motor.
1) It's just the passenger side? First thing I'd look at is fuse #8, 20 amps. If it's blown the passenger side won't work but, driver's side should.
2) The main switch on the driver's door will prevent the passenger window from going down no matter who does it (passenger or driver).
Gets complicated at that point. It goes into the power top controller.
What are the symptoms, just not working or blowing fuses?
If the fuse is OK I'd probably go right to the motor on the passenger side and make sure it's getting power then the switch is enabled. Power in one direction makes it go up, power in the other makes it go down. So, on a meter you should see +12.XX and -12.xx depending on whether you switch it up or down (assuming a digital meter). If you have power there, the motor's bad or the window's stuck in it's tracks. If not, you step back. Probably to the power top controller and see if it's getting power from the switches.
