Thanks for the info! Glad I didn't order one yet! And I forgot a huge detail. My car did pop a cel at idle for a misfire on all 4 cylinders. I just assumed it was coil packs and replaced them all. Has not came back on yet.. Unless that wasn't the real problem.

I removed it ad used a combination of q-tips and carb cleaner inside the outer chambers. The middle chamber I flooded with carb cleaner and lightly spun the valve. There was a decent amount of drag and it would catch every few spins. I proceeded to do spin it (more of a light flick) until it got better. Still felt a bit of a "catch" every few spins.

Since my last post I went out to continue fiddling with the car. I started it and followed the coolant bleed DIY because when I rebuilt the engine and added coolant I did not bleed it. I thought maybe of some reason this would cause it. However there was no air in the system. Next I started to hear a kind of popping noise like popping a lid of a can but really fast. I thought maybe it was air leaking somewhere so I started searching for an vacuum leak. I couldn't find a leaky hose so I put a ratchet to the intake bolts to see if one came loose. The plug to the IAC valve was in the way so I removed it. (The car was off key on)

Still have low idle/stumble you mean? Is the popping noise still there?

I bought new coil packs and got rid of the popping noise. My low idle issue is still there.
